In a thrilling development for Niger Delta youths, over 200 indigenes are set to travel to the United Kingdom for their Master's degrees under the Presidential Amnesty Programme (PAP), coordinated by Chief (Dr.) Dennis Brutu Otuaro, the PAP Administrator.

Since his appointment in March 2024, Dr. Otuaro has been widely lauded for revitalizing the PAP’s scholarship initiatives, not only reinstating previously suspended programmes but also dramatically expanding access for Niger Delta students.
According to credible reports, in just one academic session, PAP has provided foreign postgraduate scholarships to about 70 students, placing them in universities across the United States, Canada, Britain, and other nations.
