In a renewed show of commitment to educational advancement and digital empowerment among Niger Delta youths, the Presidential Amnesty Programme (PAP) has officially commenced the second phase of laptop distribution to its scholarship beneficiaries across universities in Nigeria for the 2024/2025 academic session.


The ongoing exercise, directed by the Administrator of the Presidential Amnesty Programme, Dr. Dennis Otuaro, marks another bold step in ensuring that beneficiaries of the PAP Scholarship Scheme are equipped with the essential tools for effective learning, research, and academic productivity.

According to a statement released by Mr. Igoniko Oduma, the Special Assistant on Media to the PAP Administrator, the second phase distribution is part of Dr. Otuaro’s strategic educational empowerment drive under the Renewed Hope Agenda of President Bola Ahmed Tinubu, which seeks to foster human capital development and bridge the technological gap within the Niger Delta region.


First Phase Success and Educational Impact

It would be recalled that the first phase of the laptop distribution exercise took place between April and May 2025, during which over 663 final-year scholarship beneficiaries received brand-new laptops. That initial exercise also included a physical verification and orientation programme, meticulously conducted for all verified students resuming for the 2024/2025 academic year.

The initiative was applauded by stakeholders and educational partners for its far-reaching impact on students’ learning experience, especially in research-based fields. The programme’s beneficiaries—drawn from various tertiary institutions—have since attested that the laptops have improved their study habits, access to research materials, and virtual learning participation.


Otuaro’s Vision: Education as the Bedrock of Development

In his remarks during the launch of the second phase, Dr. Otuaro reiterated that his decision to sustain and expand the initiative stems from his deep conviction that education remains the strongest pillar for sustainable peace and development in the Niger Delta.

“A laptop is not just a device—it is a gateway to knowledge, innovation, and self-reliance,” Otuaro declared. “We are committed to ensuring that every PAP scholar has the tools necessary to thrive academically and professionally. This gesture fulfills my earlier promise to our scholarship beneficiaries during my tour of partner universities in 2024.”

The Administrator further noted that the Presidential Amnesty Programme remains fully aligned with President Tinubu’s Renewed Hope Agenda, emphasizing that human capital development is key to transforming the socio-economic landscape of the region.

He encouraged the beneficiaries to use the laptops responsibly, focus on their studies, and justify the Federal Government’s investment in their education through academic excellence and positive representation.

Dr. Otuaro expressed deep appreciation to President Bola Ahmed Tinubu for his unwavering support of the PAP and his commitment to youth empowerment in the Niger Delta. He described the President’s continued backing as “a clear demonstration of his love for the region and his determination to close the human capital gap that has hindered the region’s development for decades.”

“We cannot afford to disappoint Mr. President,” Otuaro emphasized. “His Renewed Hope Agenda offers a unique opportunity for Niger Deltans to rise above years of underdevelopment. I urge all youths and stakeholders to give this administration their full support and cooperate with the PAP to actualize our shared vision of peace, productivity, and progress.”

He assured the President and the people of the region that his leadership would remain steadfast in implementing programmes that align with the Federal Government’s goals, particularly those promoting education, entrepreneurship, and self-sufficiency among ex-agitators and Niger Delta youths.
