Grassroots Advocate Moses Ugular Declares for Warri North Assembly Seat, Unveils People-Focused Agenda

Warri North, Delta State — In a bold move that has stirred conversations across the riverine communities, Comrade Moses Ugular has officially declared his intention to contest for the Delta State House of Assembly, Warri North Constituency, under the platform of the African Democratic Congress (ADC).

Describing himself as a proud grassroots son of Warri North, Ugular said his ambition is rooted in service, inclusion, and the urgent need to bridge the development gaps affecting riverine communities. His declaration signals what many observers see as a renewed push for people-centered representation at the Delta State House of Assembly.

A Vision Anchored on Grassroots-First Governance

Speaking during his declaration, Ugular emphasized that leadership must begin with the people — particularly those in hard-to-reach riverine settlements who often feel disconnected from government presence.

He outlined a comprehensive agenda focused on:

Riverine Infrastructure Development: Improved jetties, safer waterways, and better transport systems to enhance mobility and economic activities. He also promised to provide internet access in all wards to bridge the digital gap.

Education Revitalization: Upgrading schools, providing learning materials, and creating an enabling environment for students and teachers by offering scholarships to deserving students in secondary and tertiary institutions, as well as financial and logistical support for teachers in the constituency.

Healthcare Access: Strengthening health centres and introducing mobile medical clinics to reach remote communities.

Youth Empowerment & Job Creation: Skills acquisition programmes, employment opportunities, and entrepreneurship support to curb youth restiveness.

Community-Based Security: Collaborative local security initiatives to protect lives, livelihoods, and investments.

According to him, Warri North deserves representation that listens, acts, and delivers measurable impact.

Support for Women, Vulnerable Groups & Environmental Protection

Ugular also pledged strong advocacy for women and vulnerable groups, especially the elderly, stressing the need for inclusive participation in governance. He further highlighted environmental protection as a core priority — particularly for fishermen and farmers whose livelihoods depend on the sustainability of land and waterways.

He assured constituents that their voices would be amplified more effectively at the state level, promising transparency, accountability, and consistent engagement with the people.
