ABUJA, NIGERIA – In a significant step toward enhancing educational opportunities in the Niger Delta, the Administrator of the Presidential Amnesty Programme (PAP), High Chief Dr. Dennis Brutu Otuaro, earlier this week received Professor Marwan Al-Akaidi, the Vice Chancellor of Wigwe University, Isiokpo, Rivers State, at his office in Abuja.
The high-level meeting centered on developing strategic academic partnerships that would unlock greater access to quality education for youths in the Niger Delta region. Both leaders emphasized the urgent need to create a conducive, innovation-driven, and forward-thinking learning environment that fosters the full potential of the region’s future leaders.
High Chief Dr. Otuaro, known for his quiet but impactful leadership style, reiterated his unwavering commitment to human capital development as a vital tool for sustainable peace and growth in the region. His administration has continued to focus on youth empowerment through formal education, skills acquisition, and reintegration initiatives.
“This is about setting a higher standard for the next generation,” Dr. Otuaro affirmed during the meeting. “Our vision is to ensure that Niger Delta youths not only dream but have the means and platforms to actualize those dreams through quality education and training.”
On his part, Professor Al-Akaidi expressed Wigwe University’s willingness to work with the Presidential Amnesty Programme in fostering academic excellence, entrepreneurship, and research tailored to meet regional and global needs. He lauded Dr. Otuaro's passion for youth transformation and pledged institutional support to PAP’s educational objectives.
Reacting to the development, Comrade Ebidouwei Messiah Miyenpririgha, National President of the National Association of Presidential Amnesty Students (NAPAS) Worldwide, described Dr. Otuaro as “a man of few words whose actions speak loudly across the creeks and communities of the Niger Delta.”
He further noted that the students' community stands solidly behind Dr. Otuaro’s administration and remains grateful for his visionary leadership and impactful programs.
“Formal education is one of the topmost priorities of our able Boss,” Comrade Miyenpririgha said. “We, the students under the Amnesty Programme, are not only beneficiaries of his noble efforts but also active partners in his drive for academic and social transformation in the region.”
The meeting marks another milestone in Dr. Otuaro’s efforts to build bridges between institutions of learning and the Amnesty Programme, positioning the Niger Delta as a hub of innovation, education, and empowerment.
